July 14, 2015



ATTENDANCE

Regular Members Present:  Bill Harris, Ned Farman, Mike Mackey (ex-officio), Michael Magee, Tom Myer, Harry Plaut (ex-officio), Curt Rasmussen, Steve Ross

Alternate Members Present: John MacDonald

Absent:  Bob Doyen, Robert Falaguerra, George Finley (alternate), Dave Frederik

Guests:  Michal Riccio and Kevin Hurley (for 40 Seaview, Old Lyme)


Chairman Steve Ross called the meeting to order at 7:02 PM.

John MacDonald was seated for Bob Doyen.


REPORTS
a.       Clerks Report:  Approval of Minutes
Ned Farman moved to accept the minutes of Regular Meeting of June 9, 2015 and Special Meeting of June 22, 2015.  Bill Harris seconded the motion.  SO VOTED.

b.      Correspondence
Letter from Brad Ficken RE:  Dinghies and Rack at Pilgrim Landing
To be discussed under Current Business.

Request for Dock at 40 Seaview Drive, Point O’Woods
Steve Ross moved and Ned Farman seconded a motion to move Agenda Item Discussion of Request for Dock at 40 Seaview Drive, Point O’Woods directly after the Treasurer’s Report in the agenda.
SO VOTED.

c.       Treasurer’s Report June 2015– Bill Harris
Bill Harris gave the Treasurer’s Report for June 2015.  The beginning balance for June was $19,202.67.  Interest / Dividends $2.41, Cash Receipts $450.00, Disbursements $387.00.  The ending balance is $19,268.08.  The Treasurer’s Report was accepted.  


Request for Dock at 40 Seaview Drive, Point O’ Woods
Steve Ross read a letter addressed to Harry Plaut from Mark J. Sciota, Esquire, Southington, CT, on behalf of Carmine Votino, property owner at 40 Seaview Drive, Point O’Woods, who wishes to put a floating dock on his property.  The proposed dock would be affixed only to the shore with no permanent structures in the water.  Steve Ross stated that because there is no dock there now, the question of grandfathering is questionable.  Michal Riccio of Southington, CT presented on behalf of Carmine Votino.  Steve Ross explained the Town Ordinance that states that no docks are allowed in Long Island Sound and that the Ordinance was very specific.  There was a discussion.  Steve Ross advised Mr. Riccio that instructions to submit an application to the Harbor Management Commission are found on the Town Website.  Mr. Ross also suggested that the application be sent as soon as possible so that Commission Members could have time to review before the next meeting on September 8, 2015.  


CURRENT BUSINESS
a.       Member Appointments
There is still one current opening for an Alternate Member.
Dave Fredriks’ status as a member is unknown at this time.    

b.      Pilgrim Landing – Mike Magee
The emails from former Harbor Master Brad Ficken were discussed.  Mr. Ficken made suggestions for changes to the dinghy racks and the area around the racks.  There was a discussion.  Mike Magee will email Steve Ross the language and size that he suggests for an additional sign.  Steven Ross will have it made at Computer Signs and install it.

Mike Magee moved, and Harry Plaut seconded a motion to have an additional sign made for the dinghy rack.  SO VOTED.

c.      Dinghy Dock – Mike Mackey

d.      Potential Public Access Site West Bank of Lt. River and Halls Road
Steven Ross reported that a group had walked the site and now waiting for a letter from the OLFD stating what they need.   Mr. Ross spoke with Bonnie Reemsnyder about having Public Works clear the brush above the high tide line and was told that they could get to it in about three weeks.  Mr. Ross will follow up on this.

Ned Farman stated that there is nothing new to report.


COMMITTEE REPORTS
a.      Harbor Master Report Harry Plaut and Mike Mackey
Mike Mackey emailed the mooring list to members, and it is only missing the new applications that he received at tonights meeting.

Harry Plaut reported that eight moorings are available for sale.  Mr. Plaut reviewed all the issues that had come up for him in Town.  He expressed a deep concern for what is going on in the waters off of Sound View with the need for more police presence on the water, and had emailed these concerns to Bonnie Reemsnyder.  Mr. Plaut shared what he had learned at Harbor Master School in Waterford.  There was a discussion.  Mr. Plaut also stated how shallow the waters have become from Point OWoods to White Sand Beach.  

b.      Dredging Ned Farman and Steven Ross
Ned Farman reported that only one company (Patriot Marine) bid on the Dredging Project for Black Hall River and Four Mile River.  The total bid for the two rivers was 1.6 million dollars.  The bids were reviewed by Coastline Consulting and at this time grant money is being sought from the State.  The Army Corp of Engineering has approved both.


NEW BUSINESS
a.      Dock Applications – Steven Ross
Steve Ross reported that there are no new dock applications.  The one notice of violation has been corrected.

b.      Next Meeting of the Harbor Management Commission
The next meeting of the Harbor Management Commission will be on September 8, 2015.  There will be NO August meeting.

John MacDonald moved to adjourn the meeting at 8:31 PM and Ned Farman seconded the motion.
